Overview

With over fifteen years of experience, Andrea Kehrl represents a variety of clients, such as local governments, water authorities, special districts, private individuals, and other entities, in all water rights matters, including litigation, transactional work, and well permitting. With a family history in environmental engineering and an appreciation of the importance of water in the West, she is passionate about water rights, natural resources, and environmental matters and is dedicated to providing high-quality, cost-effective services to the Firm’s clients.

Practice Areas

Representation of governmental entities, corporate entities, ditch companies, and individuals in water rights matters, such as:

  • Water rights purchase and sale transactions
  • Adjudications of conditional and absolute water rights in Water Court (e.g., direct flow and storage rights; groundwater rights; plans for augmentation; changes of water rights; and exchanges)
  • Due diligence proceedings for conditional water rights in Water Court
  • Well permitting and other State water administration
  • Water rights portfolio protection and day-to-day operations and management
  • Development, permitting, and administration of local and regional water projects
  • Development and administrative approval of Substitute Water Supply Plans
  • Various contractual, transactional, and real property matters related to water rights
  • Special district general counsel

For Superfund sites, vendor contract management, real property transactions involving solar and agrivoltaic development, and ongoing compliance and maintenance

Education & Experience

A summa cum laude graduate through the Honors Program, Andrea has a B.A. from the University of Georgia in Publication Management (Journalism and Business), with a minor in Spanish having studied abroad in Spain, and a Juris Doctor from the University of Colorado. During law school, she received awards for her public service work in mediating disputes and facilitating Restorative Justice conferences through the City of Boulder and University of Colorado mediation programs. She also interned with the U.S. Environmental Protection Agency, Region 8, Office of Regional Counsel in Denver, the National Wildlife Federation, and the Center for Energy and Environmental Security. Andrea has been practicing natural resources and environmental law since 2010, with a focus on Colorado water law since 2012.

Organizations & Community Involvement

Andrea enjoys presenting to realtor groups and local bar associations on water law. She is a former Fellow of the American Bar Association, Environment, Energy, and Resources Section and a member of the Colorado Bar Association and the Boulder County Bar Association. She is a former chair of the Environment / Natural Resources Section and the Young Lawyers Section of the Boulder County Bar Association. She volunteered to facilitate and participate in Restorative Justice conferences for the 20th Judicial District Court, the City of Boulder, and the University of Colorado for nearly a decade.

Personal

A Georgia native who has been appreciating the multitude of adventures Colorado has to offer for nearly 20 years, Andrea enjoys mountain biking, trail running, and fishing with her husband and two young sons. Before practicing law, Andrea whitewater kayaked in the South, worked as a river rafting guide in Oregon, and worked as an American Bar Association Fellow at an environmental and native rights non-profit organization on the Hawaiian island of O’ahu.
