Richard N. Lyons II

Overview

Dick Lyons retired from Lyons Gaddis in 2025 after a distinguished career spanning more than four decades with the firm. He joined in 1979 and built a respected practice in the Government Practice Group, where he specialized in the representation of governmental entities, including Title 32 special districts and school districts.

Throughout his career, Dick worked closely with elected boards and executive officers on a wide range of matters, including policy formulation and administration, personnel issues, constitutional questions, contracts, public utility law, construction law, financing and taxation, administrative hearings, and election laws. His practice also encompassed land use planning and related issues involving local government regulation.

Dick’s deep expertise and steady counsel shaped the firm’s government practice and left a lasting impact on the communities and public entities he served. We wish him well in his retirement.

Education & Experience

Dick graduated from the University of Colorado-Boulder with his B.A. in Political Science. After service in the U.S. Army as an intelligence officer, he earned his law degree from the University of Missouri – Kansas City in 1977.

Prior to joining the firm in 1979, he served as a law clerk to the Hon. Russell G. Clark, U.S. District Court, Western District of Missouri.

In recognition of his work, he has received the highest rating given by a premier national lawyers’ referral agency based upon evaluations by his peers, the courts, and regulatory bodies before which he practices. In 2017, he was awarded the Ron Porter Community Service Award by the Boulder County Bar Association.

Organizations & Community Involvement

Dick is a past president of the Boulder County Bar Foundation, a former member of the Colorado Bar Association’s Board of Governors, and is a fellow of the Colorado Bar Foundation.

He has served on boards of numerous civic, religious, and community organizations, including Rotary and St. Stephen’s Church, completing three terms on the board of Longmont United Hospital of which he also served as Chair and serving on the Longmont United Hospital Foundation Board.

Dick has also served as a volunteer international election observer and has monitored elections in Serbia, Russia, Ukraine, Belarus, Tajikistan, Georgia, Moldova, and Kyrgyzstan.

He enjoys hiking, photography, University of Colorado Athletics, fishing and traveling. He and wife Jody have been married for over 50 years and have two children and three grandchildren.
